After the fall of the Joker, Gotham is safe once more. That is until the next batch of crooked criminals stalk into town. The Penguin, the epitome of an outcast, politically seizes Gotham to wreak vengeance on its citizens. A secretary is miraculously brought back to life after being thrown out of a skyscraper's window, and becomes Catwoman, a deceptively deranged woman with a knack for crime.
