This Sandman is the Sandy Hawkins version. He was the original JSA Sandman's sidekick Sandy.
Before the Alex Ross update with the trench coat and fedora hat he wore this costume in the JSA.

Gas Mask is from a GIJoe figure
Straps from Movie Masters B. Wayne
Belt from an Xmen figure,buffed out the X symbol
Leg and arm bands are from a ML Mr. Sinister cape
Gun is a ML Dr.Doom gun modified.
