James Gordon came from Chicago to Gotham, and became one of the few honest cops of the city. He disapproved of Batman at first due to being an illegal vigilante, but upon realizing how necessary were Batman's heroic actions in a city like Gotham, they became allies. Gordon became police commissioner and now has a Bat-Signal on the Police Dept rooftop to call Batman anytime his help is required.
