Wally West was a fan of the second Flash. When his idol (and, unknown to him, his uncle-in-law Barry Allen) showed him the chemicals that gave him his powers, a ligthning threw Wally on the chemicals and e got the same speed powers. Wally became the Flash's sidekick Kid Flash, and after Barry died saving Earth, Wally became the third Flash.
Wally eventually found about the Speed Force, the dimension that gave their powers to all speedsters, and entered it after a near-death experience, returning with new speed-related abilities in addition to his normal powers.
Wally was against Kyle Rayner joining the JLA, due to his inexperience, but they eventually learnt to work together and became good friends like their predecessors.
