After Police Inspector Donavan is killed by supervillain the Buzzard, the Manhunters recruit Paul Kirk to avenge him, as Donavan was both Kirk's friend and a Manhunter himself. After capturing the Buzzard, Paul Kirk continued his crimefighting career for a while, and shortly after he quit, he was mortally wounded by an elephant during a hunting trip.

Paul Kirk was put in suspended animation by an organization named the Council, and awakened him years later to use him as an enforcer, but Kirk opossed them and died in an explosion that also finished the Council.
