Kanjar Ro is the former ruler of planet Dhor, at a war for power with three other dictators of the Antares system. Ro forced the Justice League to help him against the other three, but the League also defeated him afterwards. After his defeat, Kanjar Ro became a sworn enemy of the Justice League, while also trying to re-establish an empire of his own.
